Job Summary: |
The Senior Budget Analyst is responsible for preparation of the operating budgets, performing a variety of complex professional analytical studies, and undertaking assignments and projects as required. |
| Examples of
Functions and Duties: |
- Perform complex budget and financial analysis, using financial and accounting concepts or techniques, evaluate options and alternatives using cost-benefit analysis and making recommendations.
- Prepare and monitor the San Mateo County Transit District (SamTrans), Peninsula Corridor Joint Powers Board (PCJPB), and the San Mateo County Transportation Authority (TA) operating budgets.
- Prepare and review monthly financial statements including performing variance analysis that are presented to each Board of Directors.
- Prepare funding application to Metropolitan Transportation Commission (MTC) for State Transit Assistance and Transportation Development Act funds.
- Prepare statistical portion of Comprehensive Annual Financial Report for all three business units.
- Consults with staff at all organization levels, representatives from organizations and groups, and the general public to give and/or secure necessary information.

Minimum Qualifications: |
Sufficient education, training, and experience to demonstrate the knowledge and ability to successfully perform the essential functions of the position. Development of the required knowledge and abilities is typically obtained through but not limited to: Bachelor’s degree in accounting, finance, or related field, and progressively responsible full-time experience similar to the essential functions listed above, or a combination of education and experience demonstrating the ability to successfully perform the essential functions of this position. Ability to analyze and solve accounting problems with timeliness and accuracy. Must be experienced in computerized accounting systems (Peoplesoft experience a plus), proficient in the use of a PC with a variety of software packages including spreadsheets. Must be able to prioritize work to affect an orderly flow of accurate information with the Finance Division and to other Divisions of the District. Strong written and verbal communication skills. Experience in a governmental organization, especially a transportation agency, and experience with enterprise fund account is desirable.

This position plays a critical role in advancing Peninsula Corridor Joint Powers Board, San Mateo County Transportation Authority, and SamTrans capital projects. The capital projects range from less than a million to over several hundreds of millions of dollars. Types of projects range from bike and pedestrian improvements to highway and local road improvements to major rail enhancements, such as the Caltrain Electrification Project. |

- Manage environmental planning projects and coordinate with project managers to environmentally clear capital projects.
- Manage effective working relationships with key environmental clearance and permitting offices (SHPO, FTA Regional Office, ACOE, and others).
- Manage environmental planning public outreach efforts and make presentations.
- Provide professional advice to senior management on environmental planning matters.
- Supervise staff assigned to environmental planning.

- Maintains professional relationships with San Mateo County’s legislative delegation in Sacramento and Washington, and serves as a point of contact for inquiries regarding District projects and services.
- Directs advocacy for federal appropriations and state discretionary funding programs.
- Advises Executive staff on legislative strategy and helps formulate response to policy proposals and regulatory developments at the state and federal levels.
- Manages the preparation and monitoring of legislative objectives and general governmental relations in support of plans and projects.
- Makes regular presentations to Board of Directors on status of legislation affecting the District and its programs.
- Manages state and federal lobbying efforts, including management and oversight of consultant lobbyists.

Functions and Duties: |
- Manage all rail construction activities and is point responsibility for construction delivery.
- Represents construction management interests to internal and external customers, including the attendance of various standing agency management meetings and assigned public meetings.
- Directs the construction management team, including agency staff and consultant contracts.
- Resolves project construction and delivery issues. Performs technical and quality assurance reviews of project construction submittals produced by others. Analyze and recommend improvements to the existing project delivery system during the course of performing project management activities.
- Manage project specific data, including cost control, oversight of cost estimate development, cash flow planning, and cost and schedule forecasting. Report project status, progress, schedule, budget, cost estimate, forecasting, key issues, etc., to JPB senior development management team in electronic format on a regular basis.
- Manage project scope and schedule through implementation of change control procedures. Utilize existing document control systems to maintain project records.
- Review and provide input to project design submissions for constructability and operational impact.
- Develop and manage field Work Directive process.
- Interface with various divisions, including planning, capital program support, engineering support, program management, contracts, finance, operations, and communications.
- Provide professional advice to senior management on successful implementation of key initiatives.
- Work program regularly requires night and weekend schedule.
- Performs other duties as assigned.

Development of the required knowledge and abilities is typically obtained through but not limited to: Bachelor’s degree in engineering or construction management, plus sufficient progressively responsible full-time experience in the area of construction management, or a combination of education and experience demonstrating the ability to successfully perform the essential functions of this position. Preferred experience in railroad infrastructure projects. A Professional Engineer registration in the State of California and/or membership of the appropriate AREMA committee is highly desirable.
